
Who We Are
History
Formed in 2015, the Iowa Business Energy Coalition (IBEC) members are some of Iowa’s largest and most energy-intensive employers, with operations in more than 25 counties.
IBEC advocates for reliable energy at competitive rates before the Iowa Utilities Commission, the Iowa Legislature, federal energy regulators, and regional transmission operators. Collectively, the organization’s members employ tens of thousands of Iowans and consume over 3.5 billion kWh of electricity annually - and growing! For these businesses, energy usage is a significant expense in their production line. As key drivers of economic growth across Iowa, IBEC members rely on a balanced energy system where reliability and affordability directly impact job creation and economic success.

Mission
We engage in the energy policy process from conception to final implementation, including:

Developing and articulating policy positions grounded in sound ratemaking principles

Identifying and analyzing executive branch policies and objectives that materially intersect with energy policy

Advancing, monitoring, and responding to legislative and regulatory initiatives affecting energy policy, utility rates, reliability, and large energy users
Purpose

Serve as the coordinated voice of Iowa’s industrial energy users before policymakers, regulators, utilities, and other stakeholders whose decisions affect energy policy

Advance the interests of IBEC members through strategic participation in energy-related regulatory and judicial proceedings, including matters before the Iowa Utilities Commission and Iowa courts

Monitor regulatory, legislative, and judicial developments that intersect with energy policy and keep IBEC members current on material risks, opportunities, and decisions

Keep IBEC members informed and engaged through regular meetings that share current information, solicit feedback and direction, and identify priority follow-up actions
